Summary/Technical Issue
This incident occurred Thursday 23rd October between 14.48 and 15.38 where our external service monitors from some locations detected some unusual sporadic connection and latency issues.

Our investigation showed that during these times DataTools servers within the Amazon Data Centre in Sydney were running below capacity and internal AWS latency times were low. Amazon operating status during these times were reported as healthy with no interruptions recorded.

Reports identifying similar connection and latency issues were reported on Twitter by users of other AWS services (not DataTools services) during these same times. The issues reported seem again to be sporadic and dependent on location and service provider.

The conclusion is that the high latency issues were cause by an upstream network provider between the AWS network and the end user. Not all end users at all locations appeared to of been affected so the issues seems to be in connection with only some internet network routes.

The issue was identified by DataTools Automated Monitoring Service at 14.48, 23rd October 2014.

Due to the nature of the incident no further prevention measures need to be put in place.
